Romania's Constitutional Court has annulled the first round of the presidential election, initially held on 24 November 2024, due to allegations of Russian interference that purportedly favoured far-right candidate Călin Georgescu. This unprecedented decision necessitates a complete rerun of the electoral process, with a new date to be determined by the government.
Intelligence reports declassified by the Romanian government revealed that a coordinated Russian influence campaign utilised social media platforms, particularly TikTok, to bolster Georgescu's candidacy. The operation allegedly involved approximately 25,000 TikTok accounts promoting Georgescu, who had previously been a marginal figure in Romanian politics. This campaign is part of a broader Russian strategy aimed at destabilising Western-aligned governments, especially those supportive of Ukraine.
The Constitutional Court's annulment of the election results came just days before the scheduled second-round runoff between Georgescu and pro-European Union candidate Elena Lasconi. Prime Minister Marcel Ciolacu endorsed the court's decision, stating it was "the only correct decision" in light of the alleged foreign interference. Conversely, Lasconi condemned the annulment as "illegal" and "immoral," asserting that it undermines democratic principles.
The European Union has expressed concern over the situation, requesting urgent information from TikTok regarding the alleged Russian-coordinated campaign. Invoking the Digital Services Act, the European Commission has urged TikTok to preserve all election-related data and to address its content moderation policies to counter information operations ahead of the rescheduled vote.
